Minister
Official Statement from the Minister of Interior

In light of the current phase—characterized by unprecedented complexity due to the systematic escalation of Israeli aggression in Palestine—we reaffirm our national and moral responsibility

The evidence and analysis presented in the Preliminary Framework Paper on the Social and Economic Impacts of Israeli Measures in the West Bank clearly demonstrate that the intensifying occupation policies since October 2023 extend far beyond military and security dimensions. These measures deeply affect the foundations of daily life, forcibly reshape geographical and social realities, threaten overall stability, undermine development prospects, and disproportionately increase the vulnerability of marginalized groups—particularly women, the elderly, and persons with disabilities.

As the national authority responsible for disaster and crisis risk management, the Ministry of Interior affirms that such challenges cannot be addressed through conventional measures alone. A comprehensive framework is required—one grounded in the principles of justice, social peace, and sustainable development. Accordingly, our response is guided by the Sendai Framework for Disaster Risk Reduction, which serves as an international standard for understanding and managing complex, interconnected risks—whether stemming from occupation, natural hazards, or socio-economic pressures.

Field data and observations gathered by our teams clearly indicate that the restrictions imposed by the occupation have resulted in a sharp rise in poverty and unemployment, a breakdown in social cohesion, the collapse of essential services such as healthcare and education, and even the obstruction of emergency medical transport.

In response, the Ministry outlines three strategic priorities:

  • Enhancing security and civil governance in vulnerable areas, while activating local partnerships to strengthen preventive and emergency response systems.
  • Designing context-sensitive intervention plans, tailored to the specific needs and levels of threat faced by each locality.
  • Integrating human security with sustainable development, to ensure early crisis prevention and the long-term resilience of Palestinian communities.
In conclusion , the mandate of the Ministry of Interior extends beyond law enforcement. It encompasses the protection of human dignity, the promotion of justice, and the preservation of social harmony. Without proactive efforts to build community preparedness today, future disasters—whether natural or occupation-induced—will strike at a fragmented and defenseless society.

To all those who contributed to the preparation of this analytical framework , and to our institutional partners, I extend my deepest gratitude. Your efforts will form the basis of expanded research and targeted strategic interventions that place the well-being of our people at the forefront.

Peace and blessings be upon you.

Toward an Integrated Response
Assessing the Impact of Israeli Checkpoints on Fragile Contexts in Palestine within the Sendai Framework for Disaster Risk Reduction

Since the events of October 7, 2023, the West Bank has witnessed an unprecedented escalation in Israeli measures affecting all aspects of daily life. While this escalation coincides with the ongoing genocidal war on the Gaza Strip, it has rapidly taken on a structural nature in the West Bank. This is manifested in the expansion of closures, the intensification of military checkpoints, roadblocks, and the isolation of entire communities from essential services—whether educational, healthrelated, security, or administrative. In parallel, repeated settler attacks—carried out under the protection of Israeli forces—have further exacerbated the situation.

Field data, as documented by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), shows that the number of physical barriers and obstacles in the West Bank reached approximately 849 by March 20251 , including 288 road gates, many of which are permanently closed or opened intermittently. This renders movement and mobility nearly impossible in many areas, especially in the southern West Bank and the vicinity of Jerusalem.
